AD/CV News: Plywood, Shrimp, Steel Wire Rod, Tin Mill Products, Review Rescissions

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. Plywood – final determination that imports of certain hardwood plywood products completed in Vietnam using plywood inputs and components (face veneer, back veneer, and/or either an assembled core or individual core veneers) manufactured in China are circumventing the AD/CV duty orders on hardwood plywood from China
Review rescissions – rescission of administrative reviews of the following AD and CV duty orders for the periods indicated and instruction to CBP to assess AD/CV duties on imports of subject goods at the applicable cash deposit rates
- carbon and certain alloy steel wire rod from China (AD/CV; Jan. 1 through Dec. 31, 2022)
- cold-drawn mechanical tubing of carbon and alloy steel from India (CV; Jan. 1 through Dec. 31, 2022)
- common alloy aluminum sheet from Brazil, Croatia, Indonesia, Romania, Serbia, Slovenia, Spain, Taiwan (AD; April 1, 2022, through March 31, 2023) and Bahrain (CV, Jan. 1 through Dec. 31, 2022)
- crystalline silicon photovoltaic products from China and Taiwan (AD; Feb. 1, 2022, through Jan. 31, 2023)
- frozen warmwater shrimp from Thailand (AD; Feb. 1, 2022, through Jan. 31, 2023)
- granular polytetrafluoroethylene resin from Russia (AD, Sept. 2, 2021, through Feb. 28, 2023; and CV, July 6, 2021, through Dec. 31, 2022)
- large residential washers from Mexico (AD; Feb. 1, 2022, through Jan. 31, 2023)
- polyester textured yarn from India (CV; Jan. 1 through Dec. 31, 2022)
- seamless refined copper pipe and tube from China (AD; Nov. 1, 2021, through Oct. 31, 2022)
- stainless steel butt-weld pipe fittings from Malaysia (AD; Feb. 1, 2022, through Jan. 31, 2023)
- truck and bus tires from China (AD; Feb. 1, 2022, through Jan. 31, 2023)
Shrimp – initiation of review to determine if Elque Ventures Private Limited is the successor-in-interest to Elque & Co. in the context of the AD duty order on frozen warmwater shrimp from India
Steel wire rod – sunset review determination that revocation of AD/CV duty orders on carbon and alloy steel wire rod from Belarus, Italy, Russia, South Africa, South Korea, Spain, Turkey, Ukraine, the United Arab Emirates, and the United Kingdom would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time
Tin mill products – preliminary determination in CV investigation of tin mill products from China that critical circumstances exist with respect to one exporter/producer and new cash deposit requirement for subject goods from that company that are entered or withdrawn from warehouse for consumption on or after March 28, 2023
